摘要

针对我国空间信息应用服务体系中基础设施、数据共享、应用服务等方面存在的问题，从消除信息“孤岛”，打通系统通道，消去应用“烟囱”的角度出发，借鉴航空、交通服务领域成熟的“港口”理念，结合国家天地一体化信息网络建设，提出地面信息港的定义、建设理念和发展目标。在此基础上，从“打牢共用、整合通用、开放应用”的理念出发，深入分析探讨地面信息港的内涵特征和外延范围，为地面信息港的建设方向提供指导，为构建国家网络化时空信息服务体系提供参考。

Abstract

In view of the existing problems in infrastructure

the connotation and denotation of the GIP were discussed.It will provide reference for the construction of the national networking spatio-temporal information service system in the future.
