摘要

随着现代卫星通信系统和卫星通信技术的快速发展，卫星通信在我国交通运输领域的应用需求日益强烈，尤其是在深远海的水上交通方面。论述国内外主要通信卫星系统发展和应用的情况，结合我国水上卫星通信现状及存在的问题，分析海上交通安全监管、安全应急通信和船舶航行宽带接入等九大卫星水上应用服务需求，探讨卫星通信水上交通应用及其发展趋势，并为我国建设自主可控的天地一体化的卫星通信网络水上应用部分提出参考建议。

Abstract

With the rapid development of modern technologies and satellite communication

the need to apply satellite communication in the transport field in China has become stronger and stronger.The development and application status of the major satellite communication systems in China and abroad was introduced

and nine major application services of traff c navigation monitor at sea

emergency communications

broadband access of ship etc were studied

and the application of maritime satellite communications and the development tendency were explored

took into account the status and existing problems of maritime satellite communications in China.Based on the above

recommendations on the construction of an independent and controllable space-terrestrial integrated satellite communication network in China for maritime applications were provided.
